Finland – Fixed-wing aircrafts – Electric Aviation Solution

This is a prior information notice (PIN) and not a call for tenders or an invitation to tender. The purpose is to shorten the tender periods stipulated in the Act on Public Procurement and Concession Contracts. The Oulu University of Applied Sciences is preparing a call for tenders of an electric aviation solution for a project named SAAC – Sustainable Arctic Aviation Cluster during the autumn of 2024. This PIN is part of the market research process to determine the capacity of potential service providers to provide the full solution. The purchase includes an electric aviation solution, comprising a fixed-wing electric aircraft, a transportable storage shelter (trailer) equipped with supplies, and a charging system. − Item 1: Fixed-Wing Electric Aircraft The fixed-wing electric aircraft is classified as an Ultralight aircraft and holds EASA Type-Certification. The aircraft will be used for research, development, and training purposes. The aircraft must have the following features: Endurance of over 45 minutes (+ VFR reserve), a minimum cruising speed of 85 KCAS, and a minimum payload of 160 kg to operate within limitations on routes such as Oulu-Pudasjärvi and Oulu-Ylivieska. − Item 2: Transportable Storage Shelter (Trailer) A closed trailer dedicated to electric aircraft transport.
