Predmet nabave je projektiranje i izgradnja sustava za napajanja brodova električnom energijom s kopna (Onshore Power Supply – OPS). Luka Rijeka danas je vodeća pomorska trgovačka i logistička luka Republike Hrvatske. Kontejnerski terminal Jadranska vrata (Adriatic Gate Container Terminal, dalje u tekstu AGCT) trenutno pokriva većinu kontejnerskog prometa. Zbog predviđenog gospodarskog rasta i očekivanog povećanja kontejnerskog prometa, trenutno je u izgradnji drugi terminal – kontejnerski terminal Rijeka Gateway (Rijeka Gateway Container Terminal, dalje u tekstu: RGWCT). Predmet nabave obuhvaća uslugu projektiranja i radove izgradnje dva sustava za opskrbu električnom energijom s kopna (OPS), po jedan za svaki od prethodno navedenih terminala te ishođenja svih potrebnih dozvola. Građevinski radovi odvijat će se unutar ISPS područja terminala tijekom redovitih lučkih operacija. Lučke operacije imaju prioritet. Sukladno tome, radovi na gradilištu moraju se koordinirati i svesti na minimum. Osobito, radovi u području pristaništa mogu biti ograničeni zbog lučkih operacija.
