The Assignment concerns the Management, Maintenance, and Further Development (BOD) of software yet to be developed for the reference estimate of national education participation of the Ministry of Education, Culture and Science (hereinafter OCW). This annual estimate of the number of pupils and students is primarily prepared to provide a sound substantiation for the Ministry of OCW's education budget in the annual Spring Memorandum. A joint team from OCW (Knowledge Directorate/PSB Department) and DUO (Educational Institutions Directorate/IP Department) prepares the reference estimate and further develops it based on their expertise. The quality and independence of the reference estimate are essential. The current estimation software is end-of-life and is being replaced with new software. Due to the strategic importance of the reference estimate, OCW has decided to have the software developed by ICTU through quasi-in-house procurement. However, ICTU does not manage software itself. A condition for development by ICTU is that the intended management party for the software to be developed is known in advance. The intention is for the software to be developed to be located in the ODC-Noord data center.
