Netherlands – Research services – BZ EA - PROGRESS 3.0

The Ministry of Foreign Affairs (MinBZ) and the Ministry of Defence (MinDef) require a future-proof knowledge base in the field of foreign policy and international security. This objective is to be achieved by establishing a four-year joint research program – named PROGRESS 3.0 – in which strategic policy-supporting research takes center stage: both demand- and supply-driven. This means that questions are posed by the clients, while the contractor can simultaneously engage in long-term knowledge building. The main objectives of PROGRESS 3.0 are: to promote the knowledge base in the field of foreign policy and security policy, and to provide strategic long-term analyses and answer knowledge questions. In this regard, utilizing an (international) knowledge network to interpret international developments in foreign policy and international security is important. Therefore, we expect that, per work package (with the exception of WP5), at least 5% of the budget will be outsourced to one or more international knowledge partners. The contractor and client must ensure knowledge dissemination and knowledge absorption; to this end, this program will contribute to science-based policy.
