The mayor may close a dwelling, premises, or associated grounds in the event of a risk of an attack or the discovery of weapons. Premises are spaces that are not residential; examples include workspaces or offices. The mayor exercises this duty in accordance with statutory duties in the interest of public order. Closing premises is specialized work. No damage must be caused during the closing and opening of premises. This requires the necessary expertise and skills. The Contracting Authority wishes to contract a single Contractor for the closing and opening of premises following an administrative measure by the mayor. In this regard, it is important that the contracted party possesses sufficient capacity (in terms of both personnel and equipment) to be deployed, potentially simultaneously, during planned and unplanned mayoral closures. The requirement to be on-site within one hour also applies if deployment is required at multiple locations simultaneously.
