The result the municipality wishes to achieve through this tender is to enter into an agreement with one contractor. The agreement will enter into force on 10 March 2025 and will run until the date on which the initial term, including subsequent extensions, has expired. The initial term of this agreement will start on 1 January 2026 and will be four (4) years. The start date of the initial term also applies as the date of the go-live. The municipality is authorized to extend the agreement three (3) times for a period of two (2) years on the same terms and conditions. The maximum term of this agreement is therefore ten (10) years. In the current situation, the municipality uses the document management system Corsa from supplier BCT, in combination with the case management system iZaak from supplier PinkRoccade. Based on the Service Delivery Vision, the municipality wishes to optimize digital work processes and also realize a digital residents' portal, in order to comply with, among other things, the Electronic Administrative Traffic Modernization Act (WMEBV), which takes effect on January 1, 2025. With this tender, the municipality aims to contract a supplier for the delivery, implementation, and management of a single integrated solution based on the SaaS principle, along with associated services. This means that the solution does not run locally on the municipality's systems, but externally on the servers of the supplier to be contracted. The integrated solution the municipality is seeking must include the following functionalities: a Case Management System; a Customer Contact System; a Document Management System; and a digital residents'/businesses' portal. Furthermore, the integrated solution must be capable of (automated) connections with other systems used by the municipality.
