The province wishes to achieve a robust and future-proof system for Permitting, Supervision, and Enforcement (VTH) with the assistance of a professional party, while also realizing the following objectives: An efficient system to support the executive processes of the Province of Groningen for managing and utilizing the physical living environment, including the following processes: Exploring and guiding an initiative; Permitting; Handling notifications; Providing internal advice (applications and initiatives); Advising other competent authorities (applications and initiatives); Supervision; Enforcement; Handling opinions; Handling objections and appeals; Complying with and continuing to comply with statutory duties for permitting, supervision, and enforcement. This includes the Environment and Planning Act and other statutory provincial duties such as the Fireworks Decree and the Shipping Traffic Act. Achieving user satisfaction among end users (permitting officers, supervisors, and enforcers) and functional administrators; Achieving better insight into and an overview of ongoing and completed cases regarding permitting, supervision, and enforcement, with status information and coherence between cases, locations, and the living environment. The structured recording of (detailed) data on various themes within the living environment, for the purpose of submitting reports. to Europe and The Hague
Improving cooperation and information sharing with other government authorities, chain partners, and advisory parties regarding VTH activities in the Groningen living environment. Whereby the Supplier, together with the province, provides the system (or multiple systems) and will optimally support the supporting processes based on a long-term strategic partnership.
