New knowledge on the area management's influence on climate change and a loss of nature leads to a need for new practices and new systems for area planning. When new development shall to a greater degree occur through the sealing and reuse of already developed areas, in many cases the complexity and degree of difficulty of planning goes up. Increased degree of densification, transformation and reuse challenge both practice and rules. The shift to a more sustainable and circular use of the areas affects how regional plans, municipal plans, zoning plans and building cases affect both municipalities, landowners, developers and individuals. KDD will strengthen knowledge and guidance in the use of the Planning and Building Act in order to ensure more efficient utilization of developed areas and existing buildings through sealing, reuse and transformation. The assignment shall i.a. clarify the legal scope, planning tool and options in the planning processes in order to ensure sealing, re-use and transformation of areas and buildings that are not included in formal protection. The review shall advise both the Ministry, counties, the municipal sector and private actors on the use of planning processes and planning tools to ensure realism and predictable frameworks for both the developer and planning authority. The assignment is two parts, with different lots as described in annex 1. Appropriate topic and format of the deliveries shall be discussed with the contracting authority, as a result of mapping and assessments. The upper financial limit for the assignment is NOK 1.5 million excluding VAT. See annex 1 of the contract for further details on the delivery.
