4.1 The subject of the contract is "Provision of municipal waste collection and management services from property owners located within the Konopiska Commune." 4.2 The subject of the contract is the collection and management of municipal waste generated and collected on all properties located within the administrative boundaries of the Konopiska Commune. The scope of the contract includes the collection and management of the entire municipal waste stream submitted by property owners located within the aforementioned commune, where residents reside, in a manner that ensures the achievement of appropriate levels of recycling, preparation for reuse and recovery by other methods, and the reduction of the mass of biodegradable municipal waste sent for landfill as part of the assigned task. A detailed description of the subject of the contract (DOC) is included in Appendix 1a to the DTC. 4.3 The basic obligations of the Contractor include: 1) collecting and managing the entire stream of municipal waste submitted by owners of properties located within the Konopiska Commune and inhabited by residents, in accordance with the waste collection schedule approved by the Ordering Party, 2) handling waste in a manner consistent with the principles of waste management specified in the Act of 14 December 2012 on waste, environmental protection requirements and the Waste Management Plan for the Silesian Voivodeship, 3) achieving, in accordance with Art. 3b sec. 1 and Art. 3c sec. 1 of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities and implementing regulations to the aforementioned Act, assumed recycling levels, preparation for reuse, recovery using other methods, and limiting the mass of biodegradable municipal waste sent for storage as part of the assigned task; 4) using specialized vehicles and ensuring a sufficient number of these vehicles to guarantee the timely and high-quality performance of the material scope of the service; 5) having a...
