Romania – Networking, Internet and intranet software development services – Servicii de dezvoltare a platformei RegAS-2 (registrul ajutoarelor de stat)

The acquisition of RegAS-2 development services aims to develop and implement the software platform for managing state aid, as well as other related services and functionalities. The following specific objectives will be pursued through this acquisition: • development of new functionalities for the Competition Council and state aid providers, which will also cover the amendments to the European legislation applicable to this field; • simplification of the functionalities in the RegAS application and their transposition into RegAS-2; • possibility of generating complex reports and reporting in the field of state aid, based on data and information in RegAS-2, useful for state aid providers, CC, control authorities, as well as for the Government, in its effort to optimize the use of budgetary resources; • creation of a section dedicated to citizens, who will thus be able to track the efficiency of spending public money, in the process of making the act of governance transparent; • interoperability of RegAS-2 with other IT systems of state aid providers, as well as with MySMIS; • interoperability of RegAS-2 with the European Commission's IT system for state aid transparency (TAM); • interoperability of RegAS-2 with other CC IT systems (CC interoperability platform, Big Data, etc.), respectively interconnection with the CC's web page dedicated to state aid; • integration into the government cloud, with the Centralized Software Platform for Digital Identification (PSCID) and in the National Interoperability Platform (PNI); • migration of historical data from RegAS to RegAS-2; • use of an e-learning module and a virtual assistant (chatbot) in the field of state aid, in support of internal and external users. • development of the public portal and the electronic registry, as well as migration of historical data • development and implementation of the software solution with a unitary and interdependent character, composed of modules that communicate with each other...
