Opportunity Overview

The development objective of the Second Boosting Resilience and Unlocking Productive Potential Development Policy Financing Project for Gambia, The are to (i) accelerate private sector participation in the economy; (ii) strengthen procurement, economic governance of SOEs, and domestic revenue mobilization; and (iii) strengthen climate and social resilience. The proposed operation is the second in a programmatic series of two single-tranche DPF operations designed to unlock The Gambia’s productive potential and improve its macro-fiscal stability and resilience to shocks. The series selectively addresses binding constraints to inclusive and sustainable growth identified in the 2020 Systematic Country Diagnostic (SCD). The reform program aims to promote inclusive growth and reduce poverty by supporting the development of commercial agriculture, increasing financial inclusion, accelerating digital development, and expanding access to affordable financial services. Improving the management of public resources is essential for fiscal consolidation and improving the efficiency of public expenditure, to achieve higher and sustainable growth. Strengthening disaster risk management and the country’s disaster recovery framework (DRF) would help ensure that climate change-related threats and responses are integrated into public decision-making and planning. Together, these reforms support The Gambia Recovery Focused NDP 2023–2027 and seek to improve the potential to achieve higher, more resilient, and more inclusive growth. The DPF series aligns with the priorities of the Country Partnership Framework (CPF). Several investment projects and International Finance Corporation (IFC) interventions directly complement this operation and provide financial and institutional capacity-building support in mutually reinforcing areas to ensure the sustainability of the reform agenda.
