Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Develop a comprehensive Public Awareness Strategy and Communication Plan, covering target audience profiles; key messages per audience; preferred outreach channels (TV, radio, newspapers, posters, public events, direct mail, workshops, advocacy events, etc.); geographic coverage; and thematic phasing across the project implementation. Develop a Digital Media Strategy specifying active use of the most widely used digital communication channels in Tajikistan (including messaging applications, social media platforms, and targeted online advertising).
