Introduction The Water Supply and Sanitation Investment Project, funded by IDA (International Development Association), aims to expand access to safe water supply and sanitation for rural populations in Tajikistan and strengthen the institutional capacity of water services. The project includes the construction and reconstruction of water supply networks and treatment facilities, capacity building for district administration operators of the SUE KMK, and community support. Ensuring transparency and widespread information among all stakeholders, from local authorities and contractors to final beneficiaries, is critical to the project's success. The project's Stakeholder Engagement Plan emphasizes that "engagement and communication with project parties are essential tools for ensuring transparency, accountability, and effectiveness." Timely, two-way communication helps mobilize support for the project and achieve its objectives. The communication strategy should not only convey information but also encourage necessary behavioral changes among the population - for example, improving hygiene practices and economically and efficiently using water.
