REQUEST FOR EXPRESSIONS OF INTEREST Republic of Türkiye Governorship of Istanbul Istanbul Project Coordination Unit (IPCU) Istanbul Resilience Project Loan No. 9864-TR Assignment Title Consultancy Services for Upgrading 50 Existing Educational Buildings, Design of Youth and Elder Camps to Serve as Shelters for Local Residents During and After Earthquake Disasters and a Crisis Centre, a Training Centre, and Fire Towers for the Forest Directorate, in stanbul Reference No . WB-C2A.1 1. The Republic of Türkiye has received financing from the World Bank toward the cost of the Istanbul Resilience Project and intends to apply part of the proceeds for this Consultancy Services for Design of the buildings mentioned below. 2. The consulting services (“the Services”) include Design for the Upgrading of 50 Existing Educational Buildings, Design of Youth and Elder Camps to serve as shelters for local residents during and after earthquake disasters, Design of a Crisis Centre, Design of a Training Centre, and Design of Fire Towers for the Forest Directorate, in stanbul (WB-C2A.1). The purpose of the project is to address the minimum sheltering needs of local residents during and in the aftermath of earthquake disasters, with due consideration of safety, basic needs, and social values. In addition, a Crisis Centre, Training Centre, and Fire Towers for the Forest Directorate will be designed to prevent and mitigate risks associated with extreme heat, wildfires, floods, and droughts. Upon completion of the design services covered under WB-C2A.1, the downstream construction works for upgrading of the 50 existing educational buildings (upgraded with newly incorporated energy efficiency improvements), and the construction of the Youth and Elder Camps, Crisis Centre, Training Centre, and Fire Towers to be constructed with the same features will ensure uninterrupted access to water, electricity, and other...
