REQUEST FOR EXPRESSIONS OF INTEREST (REOI)  (CONSULTING SERVICES – FIRMS SELECTION)  REPUBLIC OF TÜRKYE    TÜRKYE PMIF CARBON MARKET DEVELOPMENT PROJECT  Grant No.: TF0C1425  Assignment Title: Technical Assistance in Implementation of Türkiye Emissions Trading System  Reference No. : TR/PMI/DOCC/CS/QCBS/01A  1. The Ministry of Environment, Urbanization and Climate Change - Directorate of Climate Change (DoCC), through Ministry of Treasury and Finance (MoTF) has received financing from the World Bank toward the cost of the Türkiye Partnership for Market Implementation Facility (PMIF) Carbon Market Development Project, and intends to apply part of the proceeds for consulting services.   2. The consulting services (“the Services”) will include to following sub-activities which will be carried out by same Consultant:  Sub-Activity 1:  Strengthening the Design and Implementation Framework of Türkiye   Emissions Trading System (Lump-sum)   Sub-Activity 2: Support for Implementation of TR ETS (Time-based)   3. The expected start date of the assignment is the fourth quarter of the 2026. Overall implementation period is 36 months from the date of the contract signing.   4.
