The development objectives of Uganda Digital Acceleration Project - GovNet are to: (a) expand access to high-speed internet in selected areas, (b) improve efficiency of digital service delivery in selected public sectors, and (c) strengthen the digital inclusion of selected host communities and refugees. This project has five components. 1) The first component, Expanding Digital Connectivity in Selected Areas, has the following sub-components: (i) Expanding the digital infrastructure outreach; (ii) Strengthening of digital infrastructure complements; and (iii) Strengthening the enabling environment, digital capabilities, and inclusiveness of digital services. 2) The second component, Enabling Digital Transformation of the Government, has the following sub-components: (i) Accelerating Digital Transformation of Service Delivery; (ii) Mainstreaming Digital Services in Priority Sectors; and (iii) Strengthening Cybersecurity and Data Protection. 3) The third component, Promoting Digital Inclusion of Host Communities and Refugees, has the following sub-components: (i) Digital inclusion of host communities and refugees through enhanced connectivity; and (ii) Digital inclusion of host communities and refugees through access enablers. 4) The fourth component, Project Management, will include: (a) Institutional strengthening of NITA-U, the implementing agency, and the partner agencies, including MoICT&NG and NEMA, to enhance their capacity in supervision to support project implementation, procurement, financial management, monitoring and evaluation of the project; (b) Logistics and operating costs, including office rent, furniture, ICT equipment and transportation; (c) Coordination with refugee management organizations such as OPM, UNHCR and other stakeholders; (d) Recruitment of the technical experts and building internal capacity needed to support the development and delivery of sectoral digital services within MDAs; (e) Support for environment and social safeguards...
