ALQ-249 Next Generation Jammer (NGJ) and Advance Electronic Warfare

The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA intends to negotiate a sole-source contract modification to increase the Level of Effort (LOE) on contract N6893621D0009 for Engineering Services with Raytheon Company, 200 E. El Segundo Blvd., El Segundo, CA 90245. The proposed contract modification will increase the LOE by an estimated 111,597 labor hours within the current contract period of performance, with an estimated cost increase of $38M. The current Cost-Plus-Fixed-Fee (CPFF) contract was awarded on a sole-source basis to Raytheon Company. However, emerging fleet requirements resulted in an unanticipated reallocation of contractual work and expansion of services related to the Software Support Activity (SSA). In accordance with FAR 6.103-1(b), only Raytheon Company, as the Original Equipment Manufacturer (OEM), solely possesses the required expertise. Transitioning to a non-OEM vendor will cause unacceptable fielding delays and will directly degrade Fleet mission readiness and jeopardize cooperative U.S. and Australian defense projects.
