This CSO is issued under the authority of 10 U.S.C. §3458, as amended by Section 1823 of the National Defense Authorization Act for Fiscal Year 2026. The amended statute authorizes the Department of Defense to acquire commercial products, commercial services, and non-developmental items through a general announcement and a peer, technical, and/or operational review of proposals. This CSO serves as the general announcement mechanism through which the Army seeks to modernize the OIB at Anniston Army Depot. Finally, Contracting Officers shall treat items, technologies, and services acquired using a CSO as commercial items. Contracts or agreements under this authority shall be fixed-price, including fixed-price incentive fee contracts.
