THIS IS A NOTICE OF INTENT TO SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This notice announces the intent by the Defense Health Agency Contracting Activity (DHACA) in support of the DHA Assistant Director Healthcare Administration (AD HCA), Health Care Operations, Healthcare Optimization Division to award a new, sole-source requirement in accordance with RFO 6.103-1(b) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The required services are to provide stewardship, sustainment, and quality assurance services for the Global Master Trainer Institute (GMTI) program, a proprietary, enterprise-wide training infrastructure which has already been successfully implemented. The Institute for Healthcare Excellence (IHE) is the only source capable of providing the required stewardship and sustainment services for the GMTI program.

The IHE is the sole developer and owner of the proprietary Global Master Trainer Institute (GMTI) methodology and the RELATIONS® for Healthcare Transformation (RHT) curriculum, which serves as the foundation of the DHA implementation.

The Medical Research and Development Contracting Division 2 conducted market research consisting of an online review for the same or similar services and contacting knowledgeable individuals in the Government/Industry. A Sources Sought Notice was posted on sam.gov on 17 June 2026 for 15 days. The Government assessed all capabilities statements submitted prior to the closing date based on the SSN instructions. All four responses received were from small businesses. None of the four vendors’ responses demonstrated the expertise, capabilities, and experience to meet the requirement. Based on Market Research and SSN result the Government does not have a reasonable expectation that two or more small businesses can meet this requirement.
