This is a Sources Sought Notice only. It seeks information from sources that can provide bulk and retail fuel services. No solicitation is being issued at this time. For reference purposes, this SAM notice is numbered SPE603-26-R-5X67. The amount of information available at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10.

The Defense Logistics Agency (DLA) - Energy - FESBA seeks potential business sources to perform Fuel Operations, Support Operations, and Management and Administration pertaining to the receipt, storage and handling, and issue services for capitalized fuel products Aviation Turbine Fuel (JP8); Regular Unleaded Gasoline (MUR); Mid-Grade Unleaded Gasoline (MUM); Jet Propellant (JPTS); Fuel Oil Burner (FJ 1/3); Retail Diesel or any additional product designated by the Contracting Officer at Government-Owned Contractor-Operated (GOCO) fuel facilities in Alaska.  This includes services for the operation, maintenance, security, and environmental protection of Government aviation and ground fuel facilities at: Eielson & Elmendorf AB, Alaska.

Firms will be expected to maintain product quality and accountability at these GOCO facilities. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products.

This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $36.5 million. The Government anticipates issuing one solicitation and awarding two (2) firm fixed-price contracts; 1). Eielson AB, Alaska, with a four-year base period of performance beginning on August 01, 2027, through July 31, 2031, with one five-year option from August 01, 2031, through July 31, 2036, and an option to extend the contract for a total of no more than six months from August 01, 2036,...
