Opportunity Overview
The requirement is for the upgrade, modification, and enhancement of the existing installed Simplex Fire Alarm and FM-200 Systems at the USAGM Kuwait Transmitting Station. The scope of work includes the supply of genuine manufacturer approved Simplex components, installation, proprietary system programming, software configuration, testing, commissioning, and integration with the existing system.
This acquisition is being conducted under FAR Part 12. Competition was limited because only one responsible source is reasonably available to satisfy the Government's minimum requirements. Market research determined that only one service provider that is the only authorized Simplex dealer and factory authorized service provider in Kuwait capable of performing the required services while maintaining compatibility, functionality, and manufacturer support for the existing proprietary Simplex system.
In accordance with FAR 6.301, Requirement for Justification, the Contracting Officer determined not to identify the awardee by name in this justification. The award was made to the only responsible source capable of ensuring the continued safe, reliable, and uninterrupted operation of the existing Simplex Fire Alarm and FM-200 Systems in support of USAGM mission requirements.
The acquisition was awarded as a firm-fixed-price purchase order with a one-year period of performance from the date of award. The total estimated value of the acquisition is KWD 9,995.
