Governed by Simplified Acquisition Procedures (SAP). The contracting officer may solicit from a single source if they determine that the circumstances of the contract action deem only one source reasonably available:
Tier 1 Group LLC, for the specific Medevac Field Care Course of Instruction, is the only vendor that has unique and proprietary facilities to conduct the requested medical training due to a facility being the only one that is approved as a USDA Class R Research, AAALAC. IACUC and CAPCE credited, approved by DODVSA, AMEDDC&S, USSOCOM, BUMED, DOD/DOJ Compliant Secure Equipment, Weapons and Class V Storage / Reception as well as meeting the requirements of NISP & DCSA. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements by submitting a capabilities statement for potential future requests.
