QIAGEN is the sole manufacturer and copyright holder of the CLC Genomics software suite. Because the government has an established operational requirement for these specific bioinformatics pipelines, only QIAGEN can issue the server licenses required to run, expand, and maintain this proprietary software environment. No third-party reseller or alternative platform can generate, issue, or legally authorize these server licenses. Enterprise network licenses and server seat allocations can only be managed, authenticated, and updated via QIAGEN's proprietary network license manager. Procuring any other brand would result in a total duplication of cost, loss of validated scientific workflows, and system-wide inoperability.
Genomics Workbench Server provides an open API solution to customize software by integrating other databases and tools on both the client-side and server-side. It can store data on central storage, either a File System, Bioinformatics Database or on a custom designed database scheme. Qiagen software is supported on Windows and Linux OS and allows provides the ability to analyze NGS data on a Server or work remotely from a desktop. The Genomics Factory – both the Workbench and Server – are currently used daily at AFDIL for the analysis of NGS data.
This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement.
