Opportunity Overview
The requirement is to obtain contractor support and technical expertise for the Regional Educational Laboratory (REL) Program Cycle 2027-2031.
The Department intends on a full and open competition through Sam.gov for Administrative Management and General Management Consulting Services support (NAICS Code 541611). The acquisition strategy intends to utilize a down-select approach combined with the Highest Technically Rated with a Fair and Reasonable Price (HTRWFR) source selection methodology.
The Institute of Education Sciences intends to award ten 60-month indefinite delivery/indefinite quantity (IDIQ) contracts (one per REL region) to qualified entities to serve as Regional Educational Laboratories. The first task order is intended to be awarded immediately following the IDIQ award with subsequent task orders for each year of the IDIQ contract (or REL cycle).
The IDIQ contracts have a proposed Task order type that is a hybrid mix of Fixed Price Tasks 1-3 and 6, and Time and Materials for Tasks 4 and 5, Tasks 6 as needed deliverables (subtasks 6.2, 6.3, and 6.7), and travel. These services are considered commercial in nature.
