Kell-Strom Tool Co. is the only known responsible source with the requisite knowledge, technical data, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes.
The contractor shall provide all labor, materials, facilities, and equipment necessary to perform the following support tasks: The repair requires a complex, serial troubleshooting methodology. Because problems within this legacy unit are not detected until prior faults are resolved, the contractor must execute an ongoing, iterative "test-and-repair" process, which typically requires the custom fabrication or replacement of nearly all details of the riveter to ensure proper clamping, alignment, and riveting of T-400 blades.
Initial Inspection and Testing: Perform a preliminary diagnostic inspection and initial testing of the Riveter (ASSET# 65923043611) to identify primary faults, wear, and out-of-tolerance components. Upon completion of this initial inspection, the contractor shall provide the Government with an estimated timeline for the completion of the remaining iterative repair process and final delivery.
Iterative Serial Repair: Execute an ongoing, iterative troubleshooting process. Upon completing initial repairs, the unit shall be re-tested to reveal subsequent faults, which must then be repaired in a continuous cycle until all defects are resolved.
Component Fabrication and Overhaul: Replace, order, or custom-fabricate all necessary components and internal details required to restore the unit's functionality, utilizing authorized OEM-licensed data.
Final Testing and Calibration: Conduct rigorous final functional testing to verify the repaired unit operates within OEM baseline safety, alignment, and mechanical tolerance standards prior to return shipment.
