THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Operation-West (HCO-W), intends to award a firm fixed price supply purchase for Phadia 250 System, analyzer supplies and reagents for use in the Laboratory Department at Tripler Army Medical Center, HI, in accordance with the Federal Acquisition Regulation (FAR) 12.102-1, Simplified Procedures sole source acquisition FAR 12.102(b), restricting competition, only one source being available to meet the Government’s needs, to:

The objective of this sole source award is to procure Phadia 250 System Analyzer, supplies and reagents for Tripler Army Medical Center. ImmunoCAP assays are uniquely standardized and globally recognized for their analytical performance, reproducibility, and long-term consistency. ImmunoCAP provides scaled, reproducible results that closely mirror skin prick testing. The proprietary nature of ImmunoCAP assay design, calibration, and result standardization means that alternative systems cannot produce clinically equivalent or interchangeable results. As a result, no other supplies or services can reasonably satisfy the Government’s requirement to maintain consistent longitudinal patient data and validated diagnostic outcomes across time and locations.
