Opportunity Overview

The United States Army Contracting Command-Detroit Arsenal on behalf of Project Manager Organizational Clothing and Individual Equipment/Personal Protective Equipment (PM OCIE/PPE) intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 United States Code 3204(b)(B)(ii), as implemented by Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), Services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in Unacceptable delays in fulfilling the agency’s requirements, to DCS Corporation, 6909 Metro Park Drive Suite 500, Alexandria Virginia 22310 for the procurement of three (3) months of Systems Engineering and Technical Assistance (SETA) Support Services.  The procurement of the services will be executed via a modification to an existing award adding additional contract line items.

This notice is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.  A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.    Interested parties may identify their capabilities by responding to this requirement, no later than 3:30 pm EST, 14 August 2026.  All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government.  Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services.  Verbal responses are not acceptable and will not be considered.  Responses shall be submitted via email to Lieselotte.h.pattee.civ@army.mil.
