DESCRIPTION OF REQUIREMENTThis is a competitive combined synopsis and solicitation for commercial Full Food Service to support the Basic Leader Course (BLC) at the 124th Regional Training Institute located in Lafayette Building 10, Camp Johnson, Colchester, Vermont.The Government intends to award a single, Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract will contain a two-year ordering period running from 1 October 2026 through 30 September 2028.2. FISCAL YEAR TIMING AND TASK ORDER PROCEDURESPer the bona fide need rule, this is a Fiscal Year 2027 requirement. As such, the IDIQ contract will be awarded after 1 October 2026 (the start of Fiscal Year 2027), with the first minimum task order released to meet the minimum guarantee immediately thereafter.Because funds are not presently available for this contract, this solicitation incorporates FAR 52.232-18 (Availability of Funds). No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer, and the contractor receives written confirmation of such availability.Quotes must be valid for 60 days.Subsequent task orders for each scheduled BLC training class will be released no later than 14 days prior to class start.
