The California Great Basin Region of the Bureau of Reclamation intends to issue an Invitation for Bid (IFB) for a firm fixed-price construction contract for Folsom Dam Vessel Exclusion Barrier and Debris Boom. This procurement will be advertised as a Total Small Business set aside. Solicitation will be issued as an Invitation for Bid (IFB) using FAR Part 14, Sealed Bidding procedures. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $45M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. All responsible sources may submit a bid which will be considered by the agency.The estimated cost of this project is between $5 Million and $10 Million. This procurement will require 100% performance and payment bonds. The work is located at U.S. Bureau of Reclamation, Folsom, California.PRINCIPAL COMPONENTS OF WORK: • Remove and salvage part of the existing barrier on the Folsom dam as shown on the contract drawings. • Design, furnish and install a new vessel exclusion barrier and debris curtain and its components listed on this specification. • Furnish and install onshore anchor on the right-wing side of the dam. • Removal of obstruction along the path of the barrier to the onshore anchor and filling the large gaps on the existing riprap with smaller rocks on the right wing dam. • Furnish and install necessary warning lights and signage. • Design, furnish and installation of necessary anchors, clump anchors, buoys and moorings. • Provide certification of the new barrier according to the requirements set forth on this specification. • Provide one (1) spare module and two (2) spare module-to-module connectors and the required hardware for use.One or more of the items under this acquisition is subject to the World Trade Organization Government...
