REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT SELECTION) REPUBLIC OF UZBEKISTAN JSC “National Electric Grid of Uzbekistan” Electricity Sector Transformation and Resilient Transmission (ESTART) Project Loan.: IDA-69430 Assignment Title: Individual Consultant for Preparation of Complete Procurement Documentation for the Transformation Program of JSC “National Electric Grid of Uzbekistan” Reference No.: ESTART/ICS/2026-1 Selection Method: Selection of Individual Consultants – Open Competitive Selection, International Market Deadline for Submission: 10 August 2026, 18:00 (Tashkent time) The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Electricity Sector Transformation and Resilient Transmission (ESTART) Project, and intends to apply part of the proceeds for consulting services. Under Component 4 (Electricity Market Development), the Project provides technical assistance for the design and implementation of the sector’s transition toward a wholesale electricity market. In line with the Electricity Sector Reform Implementation Plan, JSC “National Electric Grid of Uzbekistan” (NEGU, the “Client”) intends to implement a comprehensive transformation program to strengthen institutional capacity, improve operational efficiency, and align the Company’s operating model with new market conditions. The consulting services (“the Services”) comprise professional support to the Client in the preparation of the technical procurement documentation required for the competitive selection of an international consulting firm to implement the Company’s transformation program.
