The Republic of Uzbekistan (hereinafter referred to as the “Borrower”) has applied for financing from the International Development Association (IDA) (hereinafter referred to as the “Bank”) in the form of a credit (hereinafter referred to as the “Credit”) to cover the costs of the Uzbekistan Digital Inclusion Project. “Administration of Technology Park of Software and I” LLC, as the Implementing Agency, intends to use part of the proceeds of the Credit to engage a consulting firm to provide Independent Third-Party Environmental and Social Monitoring Services during the construction phase of the Project.

The objective of the assignment is to provide independent third-party Environmental and Social monitoring, compliance verification, auditing and advisory services to the Project Implementation Unit throughout the construction period, acting as the third tier of the Project’s Environmental and Social oversight structure in accordance with the World Bank Environmental and Social Framework.

The assignment covers independent E&S monitoring of the following Project sites:

• Bukhara ITES Center (new construction, 7-storey building);
• Syrdarya ITES Center (new construction, 4-storey building, A+B Blocks);
• Qarshi ITES Center (renovation of an existing 2-storey building);
• Andijan ITES Center (renovation of an existing 4-storey building).

The consulting services (“the Services”) include, but are not limited to:

• Independent monitoring and verification of compliance with the Environmental and Social Commitment Plan, approved ESIAs/ESMPs, Contractors’ C-ESMPs, Labor Management Procedures, Stakeholder Engagement Plan, Grievance Redress Mechanism and applicable national...
