REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (RE-ADVERTISEMENT) Vanuatu Pacific Islands Regional Oceanscape Program – First Phase Project Preparation Advance No. V555-VU Financial Controller (FC) Reference No.: VU-MFOMA-512230-CS-INDV The Government of Vanuatu has received financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program (PROP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include establish, manage, and maintain the Project’s financial management arrangements. Also ensuring compliance with Vanuatu Government and World Bank financial requirements. The contract is full-time, an initial 6-month probation with yearly extensions subject to satisfactory performance. The Ministry of Fisheries, Ocean and Maritime Affairs (MFOMA) now invite eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Essential criteria A tertiary qualification in accountancy and finance and/or with a professional background in financial management. At least 5 – 10 years of experience as a project finance specialist, including at least 3 years in a similar role with a focus on financial and budget management.
