• The Government of Kosovo has received financing from the World Bank toward the cost of the Fostering and Leveraging Opportunities for Water Security (FLOWS) project,24and intends to apply part of the proceeds toward payments under the contract for supply of Early Warning and Alarm System (EWAS) for Batllava, Perlepnica and Ujman Dams. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Ministry of Environment and Spatial Planning through the PMT for FLOWS now invites sealed Bids from eligible Bidders for supply of Early Warning and Alarm System (EWAS) for the dams of Batllava, Perlepnica and Ujman. The contract includes the supply of equipment, installation, commissioning, training of personnel, a three-year warranty period covering defects and replacement of defective equipment, and five years of preventive and corrective maintenance services for the systems installed at the three dam locations. The three-year warranty period and the five-year maintenance period shall both commence from the date of commissioning and acceptance of the EWAS system and shall run concurrently. During the first three years, warranty obligations shall cover correction of defects, replacement of defective equipment, and related remedial actions at no additional cost to the Purchaser, while the maintenance services shall cover preventive and corrective maintenance obligations...
