The development objective of the Refugee and Host Communities Project for Zambia is to improve access to socio-economic opportunities for refugees and host communities. The project comprises of four components. The first component, strengthening the enabling environment objective is two-fold. First, it is to build an enabling legal framework for refugees related to documentation, basic services, and livelihoods and self-reliance. Secondly, it aims to support the rollout of new national ID cards to refugees in all three of the refugee hosting districts. It consists of following sub-components: (i) building an enabling legal framework; and (ii) issuing of ID cards to refugees and former refugees nationally. The second component, climate-resilient community infrastructure objective is to address profound infrastructure deficits both in the Meheba refugee settlement and the surrounding community. The third component, climate-resilient agriculture objective is to support small-scale farmers to improve their productivity, income, and resilience to climate shocks. The fourth component, project management will finance the staffing of two Project Management Units (PMUs), one at the national level hosted by the Ministry of Home Affairs and Internal Security (MoHAIS) and a second Satellite Project Management Unit (SMPU) at the Kalumbila District level.
