Opportunity Overview

The development objective of the Zanzibar Judicial Modernization Project (Zi-JUMP) for Tanzania is to enhance the accessibility, efficiency, and transparency of selected citizen-centric judicial services in Zanzibar. The project comprises of three components. The first component, access to justice services aims to enhance access to justice by expanding the geographic coverage of District Magistrate Court (DMC) services and strengthening alternative dispute resolution (ADR) mechanisms to bring these services closer to citizens and businesses. It consists of following sub-components: (i) construction of smart courts in select areas; (ii) renovation of select court buildings; (iii) building capacity to strengthen the use of ADR; and (iv) development of a gender justice strategy. The second component, court efficiency will focus on addressing court inefficiencies by increasing capacities through staff knowledge exchange and training programs, streamlining, and simplifying court procedures, introducing a case management tool to monitor and manage cases, and introducing and rolling-out a staff performance management system. It consists of following sub-components: (i) staff training and knowledge exchange programs in strategic areas; (ii) improvement in case and backlog clearance; (iii) introduction of a judicial information management system (JIMS); and (iv) capacity building to operationalize a staff performance management system (PMS). The third component, citizen and stakeholders engagement will address this through identifying and supporting initiatives that will foster citizen awareness and engagement, inter-institutional initiatives to improve court user experience, and change management initiatives to strengthen the understanding of judicial service delivery.
