  REQUEST FOR EXPRESSION OF INTEREST (REOI) (CONSULTING SERVICES – FIRMS SELECTION) Country: Federal Democratic Republic of Ethiopia Name of Project: Health Emergency Preparedness, Response, and Resilience (HEPRR) MPA Project (P180127) Loan No /Credit No./Grant No.: IDA-E2290 Assignment Title: Consultancy Services for the assessment of Ethiopia Digital Health regulatory framework for EFDA Reference No. ET-MOH-526428-CS-QCBS The Federal Democratic Republic of Ethiopia has received financing from the World Bank towards the cost of the Health Emergency Preparedness, Response, and Resilience (HEPRR) MPA Project (P180127) and intends to apply part of the proceeds for Consulting Services. The consulting services (“the Services”) include to provide EFDA with a comprehensive, evidence-based analysis of its current digitalization maturity and to develop a detailed, phased, and cost-implementable strategic roadmap directly supporting the strategic goals of Digital Ethiopia 2030. In addition, the service includes a detailed evaluation of EFDA’s digital ecosystem across its Head Office, branch offices, entry and exit ports, and operations in 12 regions and two city administrations. To achieve the overall objective, the consultancy will fulfil the following specific aims: To conduct a thorough evaluation of all existing IT systems and infrastructure e.g., eRIS, IFMIS, eGP, ICSMI, etc; assessing their technical performance, operational effectiveness, user adoption levels, scalability, and interoperability.  To assess the adequacy and maturity of existing regulatory digital systems and the prevailing national policy and legal frameworks governing data protection, data sharing, and data security. To review the role, influence, and interplay of other government institutions and national policies/strategies that impact or shape the authority's digitalization exercise.
