Sectional completion, liquidated damages running per week of delay, extension of time provisions and the mechanism for valuing variations govern the outcome far more than the specification does. Public buyers increasingly add obligations that are scored and then audited: apprenticeships and local labour, supply chain payment terms, waste diversion and embodied carbon reporting. They are contractual commitments, not narrative, and they are measured.
