The development objective of Electricity Sector Improvement and Access Project aims to improve the operational performance of the electricity sector utilities and increase electricity access in selected cities in the Republic of Angola. This project has five components. 1) The first component, Electricity access expansion and improvement of revenue collection, includes the following sub-components: (i) Distribution network rehabilitation and expansion; and (ii) Revenue protection program. 2) The second component, Electricity service improvement, aims to improve the availability and reliability of hydrometeorological data, allowing to use storage capacity of reservoirs to help control downstream flooding in some cases. 3) The third component, Improvement of Public Electricity Production Company (PRODEL’s) capacity and strengthening sustainable management of generation plants, includes the following sub-components: (i) Improvement of corporate management and technical capacity; and (ii) Strengthening of monitoring, operation and maintenance of generation plants. 4) The fourth component, Project management support, aims to finance the costs of the project coordination unit (PCU) to be established within Ministry of Energy and Water (MINEA), as well as additional expertise/support to be provided to the three power companies throughout project implementation, including consultancy services for the preparation of bidding documents, procurement processes and supervision of works. 5) The fifth component, Contingent emergency response, aims to improve the country’s response capacity in the event of an emergency, following the procedures governed by paragraph 12 of the World Bank policy on investment policy financing.
