The development objective of the Strengthening Governance for Enhanced Service Delivery Project for Angola is to increase the amount and reliability of fiscal transfers to selected municipalities; strengthen their public financial and land management capacity; and increase identity coverage. The project comprises of five components. The first component strengthened financial autonomy of selected municipalities through establishment of a municipal performance grant will support the establishment of a municipal performance grant (MPG) fund to incentivize selected municipalities to improve their public financial management (PFM) capacity, thus supporting an enabling environment for better delivery of administrative and public services. The second component, strengthening financial and land management capacity in selected municipalities objective is to strengthen capacity in PFM and urban land management systems. It consists of following sub-components: (i) strengthening central and subnational PFM capacity; and (ii) improving urban planning and land management in selected municipalities. The third component, increasing identity coverage to enable inclusive access to services objective is to increase identification coverage. The fourth component, project management will support the implementing institutions to achieve project results and provide just in time funds. The fifth component, contingency emergency response component (CERC) is included to facilitate access to rapid financing in the event of a natural disaster, either by a formal declaration of a national or regional emergency or upon a formal request.
