The purpose of this consultation is the provision of a drone detection and tracking system (collaborative or otherwise) and its maintenance in operational condition at the Orly airport complex and in its immediate vicinity (a minimum of 3 km and up to 18 km from the airport’s center of mass). The system is based on sensors owned by Aéroports de Paris that are already installed at the Paris Orly airport and whose specifications are detailed in the “CCTP.” The contract holder must interface with this equipment and may not install new sensors before the third year of the contract, unless there is a compelling need or a requirement for technological upgrades at the request of Aéroports de Paris. The deployment of this low-altitude surveillance system and its monitoring platform is intended to improve safety and security at Paris Orly Airport. It must also contribute to the airport’s perimeter surveillance. The contract holder must deploy this monitoring system. This monitoring system will build upon the system installed by HOLOGARDE—designed to detect drones and their remote pilots, which went into service in early 2020—for which HOLOGARDE was the sole owner of the monitoring software. The main functions of this surveillance system are: • Detection of drones, • Identification of drones (for those equipped with a direct remote detection device (transponder)), • Three-dimensional real-time geolocation of these drones, • Recording of flight paths and speeds (tracking), • Locating the pilots of these drones (for those that are piloted), • Monitoring drone positions: o Monitoring on a map overlay, o Viewing drone videos to resolve doubts, o Notifying the relevant government agencies of drones that may pose a danger, • Recording evidence and ensuring its integrity. • Perimeter surveillance of the platform. o Monitoring for unauthorized entry via perimeter fences, o Technical monitoring of the system (verifying proper equipment operation), • Detection of intrusions onto the...
