France – Security, firefighting, police, and defense equipment – Supply of technical and tactical equipment for the municipal police, ASVP, and the rural police force.

The purpose of this framework agreement is the supply of technical and tactical equipment for the municipal police, public way patrol officers (ASVP), and the rural police brigade. It will be entered into with a single economic operator. Joint procurement arrangement between the City of Reims and the Greater Reims Urban Community (agreement dated July 16, 2026). The City of Reims serves as the coordinator of the joint procurement arrangement. This is a framework agreement, entered into pursuant to Articles R.2162-1 et seq. of the Public Procurement Code, and concluded without a minimum value and with a maximum set at €260,000 HT over the total duration of the framework agreement. It consists of a portion executed through purchase orders and a portion giving rise to the conclusion of subsequent contracts: - Purchase order portion, under the conditions set forth in Articles R. 2162-13 and R. 2162-14 of the Public Procurement Code, with no minimum and a maximum set at €250,000HT over the entire term of the framework agreement, for the performance of services defined in the Quantitative Estimate serving as the Schedule of Unit Prices (DQE-BPU). - Part giving rise to the conclusion of subsequent contracts, under the conditions set forth in Articles R. 2162-7 through R. 2162-9 of the Public Procurement Code, with no minimum and a maximum set at €10,000HT over the entire term of the framework agreement, for the supply of custom-made bulletproof vests or custom-made tactical vests and the supply of non-catalog items or accessories.
