Contract for professional services concerning the development of the intermunicipal local urban development plan serving as the local housing program (PLUI-H) for the Chalosse region

The consultation is not divided into lots. It comprises a firm tranche for the development of the Local Urban Development Plan (PLUi-H) and an optional tranche 1 for supplementing the heritage inventory, both of which will be handled at a fixed, lump-sum price. The services will be covered by a single contract. Given the complex issues related to the development of the PLUi-H (firm tranche) and the interdependence of the different phases of its development, it was deemed necessary to entrust the entire project to a single economic operator or consortium, in order to ensure overall project coherence and resource optimization. Variants are not permitted for the firm tranche (PLUi-H), but are permitted for optional tranche 1 (supplementing the heritage inventory). This contract will be awarded to the candidate offering the most economically advantageous offer based on the following criteria: • technical value: 60% • price: 40% The maximum duration of the contract will be 48 (forty-eight) months, including the time for validation by the project owner.
