REQUEST FOR EXPRESSIONS OF INTEREST   Georgia KAKHETI CONNECTIVITY IMPROVEMENT PROJECT  Project ID : P173782 Loan No : 9361-GE Assignment Title : Individual Consultant for Preparation of Resettlement Action Plan Compliance Report Reference No . KCIP/CS/ICS-13   The Government of Georgia has received financing from the World Bank toward the cost of the Kakheti Connectivity Improvement Project and intends to apply part of the proceeds for consulting services. The Roads Department of the Ministry of Infrastructure of Georgia (RDMRDI) now invites eligible Individual Consultants (“Consultants”) to express their interest in providing the following services: Individual Consultant for Preparation of Resettlement Action Plan Compliance Report. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The CVs of the candidates should cover the requested information. The objectives of the assignment are to: Conduct an independent assessment of RAP implementation and verify compliance with ESS5, the approved RAP, applicable national legislation, and project-specific agreements. Verify that compensation and assistance entitlements have been delivered in full and at replacement cost (as applicable) and prior to the commencement of works on affected assets/land. Assess whether livelihood restoration and support measures (including for severely affected and vulnerable households) have been implemented and are effective. Assess the functionality and performance of the Grievance Redress Mechanism (GRM), including accessibility, timeliness, transparency, and satisfaction with resolutions. Confirm that consultation, disclosure and engagement commitments have been met and that affected persons have been adequately informed (including regarding the GRM and undersigned agreements). Prepare a RAP Compliance Report that concludes whether the RAP has been implemented...
