REPUBLIC OF AZERBAIJAN PROJECT NAME: LIVABLE BAKU PROJECT (PROJECT PREPARATION STAGE) GENERAL PROCUREMENT NOTICE GRANT NO.: TF-C8884 The Republic of Azerbaijan has received financing from the International Bank for Reconstruction and Development (IBRD) to support the Government of Azerbaijan (GoA) and its Ministry of Economy (Implementing Agency for the proposed project) to prepare the Livable Baku Project. The indicative budget is US$ 2.0 million. The objective of this Grant is to facilitate the preparation of the proposed project designed to improve the quality, disaster and climate resilience of public spaces, buildings and local infrastructure in Greater Baku. Proposed activities for which the Grant is provided consist of the following parts: Part A: Preparation of Technical Feasibility Studies Preparation and/or updating of technical feasibility studies for the remediation of polluted natural lakes and oil-polluted sites, and for solid waste management infrastructure such as landfills and water transfer stations. Part B: Undertaking of Environmental and Social Studies and Preparation of the Environmental and Social Instruments Undertaking of environmental and social assessments and preparation of both site-specific and Project-wide environmental and social documents, including the updating of a preliminary environmental impact assessment. Part C: Establishment of Core Project Implementation Unit (PIU) Capacity Establishment and organization of the PIU, including provision of expertise that is critical for project preparation, namely environmental and social, procurement, and fiduciary experts; enabling of coordination capacity across ministries and agencies; and preparation of Project instruments.
