Opportunity Overview

The purpose of this notice is to publish that an award has been made and this serves as notification pursuant to FAR 16.505(b)(2)(B).

The government awarded a Cost Plus Fixed Fee task order under the AEWTTR II Multiple Award Contract N6893622D0021 to Leidos, Inc. located at 1750 Presidents St., Reston, VA 20190-5661. The government awarded using FAR 16.505(b)(2)(B) – Only one awardee is capable of providing supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Rockwell Collins is the only manufacturer that has the capability to accommodate the high density and possesses the HAVEQUICK, Second-Generation Anti-Jam Tactical UHF Radio for NATO (SATURN) support, and GPS timing source, which are specific to the manufacturer. The redacted Justification for Exception to Fair Opportunity will be published within 14 days.

Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI.
