Purpose of the concession: The City of Ath intends to award a service concession for the operation of its marina (harbor master's office + multipurpose area). At the end of this procedure, the City of Ath (contracting authority) will entrust the provision and management of services to a concessionaire in exchange for the right to operate the services covered by the contract. The award of this concession implies the transfer to the concessionaire of an operating risk related to the operation of these services. The clauses of these specifications imply that the operator bears the risks of the market (supply and/or demand risks) and therefore runs the risk of not recovering the investments and costs incurred in the performance of the contract. This means that no remuneration is payable to the concessionaire, who will instead pay a royalty. A new architectural design has been created by a project architect. It meets current standards of attractiveness, safety, functionality, sustainability, and flexibility of use. Reconstruction work on the marina will begin in 2025 and will be completed within 150 working days. An opening is planned for July 2025. The site reconfiguration will take place in several phases, with the following provisional schedule: - 07/2025: Completion of the marina - 12/2027: Completion of the recreational area - 12/2028: Completion of the parking garage - 12/2029: Completion of the landscaping. The management contract for the marina will need to accommodate a period of construction during which a suspension of fixed rents is possible. By publishing the tender for the operation of the marina during the permitting phase, the City of Ath aims to allow the concessionaire to interact with the project team during the construction phase to refine any functional and/or aesthetic details as possible.
