Bulgaria – Operation of a refuse site

This public procurement provides for the selection of an operator for the operation and management of the Regional Waste Management System - Pernik region, including a landfill for non-hazardous waste, a preliminary waste separation installation and a composting installation (RWMS). For the purposes of this documentation, the name RWMS denotes the site, including all facilities, installations and mechanization that the future contractor will operate, as specified in the TOR and the Technical Specifications. The main activities included in the scope of the procurement are: 1. Acceptance of waste by codes, according to the TOR for the Regional Non-Hazardous Waste Landfill "Teva" for the municipalities of Pernik, Breznik, Zemen, Kovachevtsi, Radomir and Tran. 2. Preliminary treatment by separation of waste, according to the TOR - separation of non-hazardous waste, separation of recyclable waste materials (glass, metals, plastics, paper and cardboard). 3. Utilization by composting of green waste in the composting installation for "green" waste. 4. Waste disposal, in compliance with the terms of the KR. 5. Temporary storage of hazardous waste, in accordance with the terms of the KR, compost and recyclable waste materials. 6. Monitoring, in accordance with the terms of the KR. 7. Keeping records and reporting in accordance with Regulation No. 1 of 04.06.2014 on the procedure and forms for providing information on waste activities, as well as the procedure for keeping public registers; keeping records on the quantities of recyclable waste materials generated on the site and submitted for recycling, as well as on the quantities of compost; documentation and reporting in accordance with the KR. 8. Management of buildings, structures, installations, facilities, elements of the technical infrastructure and mobile operating equipment, in a manner that guarantees their technical serviceability, in accordance with the operating mode provided for them, their safe functioning, as...
