The proposed contract aims to meet the technical and methodological support needs of the Grand Est Region, and more specifically its Finance Department, in its efforts to improve the quality of its financial statements and their certification. It is considered a key tool and driver for familiarizing the Region with the external audit process conducted by a Statutory Auditor. The successful bidder is expected to provide expert analysis of the Region's financial statements and their preparation methods, to propose and support the implementation of improvement measures, and to support the skills development of the relevant stakeholders. The contract will take the form of a single-award framework agreement with purchase orders, no minimum amount, and a maximum value of €1,250,000 excluding VAT. The contract duration is 48 months from the date of notification to the successful bidder.
