This comprehensive project will be carried out in two distinct phases, defined as follows: 1/ Phase 1 (firm tranche) consists of the energy-efficient renovation of the entire building, the installation of an interior freight elevator, and partial renovation of the garden level of the performance hall. The estimated cost of the work for this Phase 1 is €1,770,000 excluding VAT. This Phase 1 will be conducted in conjunction with the architectural design competition, with delivery scheduled for the end of 2026; 2/ Phase 2 (optional tranche) involves adapting the facility in terms of its uses, functional organization, and surface area requirements. This phase includes the extension and renovation of the media library, the reception/social area, and a workshop room. The project therefore incorporates a new layout of the premises as well as an extension, resulting in a total increase of 700 m² of usable floor space. The estimated cost of the works for this Phase 2 is €6,970,000 excluding VAT. The resumption of design studies for Phase 2 is planned for January 2029, with delivery scheduled for January 2032. In order to allow the designer to grasp the evolution of the facility from a comprehensive perspective, this design competition is expected to encompass both Phases 1 and 2. A thorough consideration of the articulation between the two phases, a proper understanding of the temporary facades, and effective management and consideration of the phasing and integration into the building's immediate surroundings will be expected.
