France – Child daycare services – Concession de service public pour la gestion de la crèche « Les Poussins » - 13, rue du 8 mai 1945 à Colombes

The City of Colombes hereby grants the concessionaire, on an exclusive basis and for the duration specified in this notice, the operation and management of the Les Poussins childcare center, with 43 cribs (including facilities for children with disabilities), the municipality being the owner of the premises. The concessionaire undertakes this public service activity at its own expense, risk, and peril, and is responsible for all material resources made available (including their renewal) and human resources necessary for the operation and management of the service. The concessionaire's operating rights consist of ensuring the registration and admission of children, providing a high-quality childcare service that complies with both regulatory obligations and the provisions of this contract, implementing a high-quality facility plan, ensuring compliance with the operating rules, maintaining consistent and transparent communication with the grantor, developing a communication policy that respects the respective roles of the grantor and the concessionaire, and collecting the various revenues from the concession service, including the PSU (Public Service Unit) fee. His remuneration will come from the operating revenues of the activities under his responsibility and potentially from compensation for public service obligations. He may also receive any other subsidies related to his activities. This list of duties is not exhaustive; the grantor reserves the right to request the performance of other duties that fall within the scope of this Contract.
